The Utility has asked 3 approved contactors for quotes to install 2 lifts stations and ancillary equipment at Tequesta Park. 
The project was a regulatory project to eliminate the 3 septic systems in the park and tie into the low pressure force main 
with LOX. The 3 contractors were Craftsman Unlimited, Lazarus Group, and Total Environmental Services (TES)

The deadline for quote to me was July 31, 2015 at 5pm. 

Only 2 vendors met this deadline of July 31, 2015: Craftsman Unlimited and Lazarus Group.

I called TES to see if he was going to meet the deadline he said yes. I waited until 6pm on Friday the 31st and TES never 
showed up. I called him again and left him a message to call me to go over meeting the deadline. He never called me back 
on Friday July 31st. I called him 4 times on Monday August 03 in the morning to ask him what happen and if he received 
my voice mail, He said he received my voice mail and would drop off the bid later on Monday. He never showed to drop off 
his bid. 

At this time I deemed his bid as non responsive  due to the lack of response and the deadline being expired. The lowest 
bid was Craftsman Unlimited.
